7. The Keys

A string of tropical islands south of Vice City. It’s loosely inspired by the corner of GTA Vice City and the real-world Palm Jumeirah Islands. You’ll find:

• Achingly beautiful beaches and resort destinations.
• Application in underwater discoveries and exploration; activities such as underwater diving.
• Potential for a naval prison inspired by real-life Dry Tortugas.

8. Rural Towns

These will be small, fictional towns north of Vice City. If you want a visualization, think of the suburbs when Carl got exiled from the Grove.
